UTILITIES SUPERVISOR

The position of Utility Supervisor is a supervisory Out of Scope position that will provide leadership and direction in the planning, development, and implementation of the City's utilities operations. This includes overseeing the water treatment plant, wastewater treatment plants, lift stations, and pump houses. The Utilities Supervisor will also be responsible for managing all associated staff.

Duties and Responsibilities

Oversee the day to day operations of the water and wastewater treatment plants, lift stations and pump houses to ensure compliance with all regulations and standards.

Manage, lead, and develop staff, promoting a positive, productive, and safe work environment.

 

Develop and implement strategies, procedures, and practices for the operation, maintenance, and repair of utilities systems.

Prepare, monitor, and  manage the  utilities budget, ensuring the  efficient use  of  resources. Collaborate with engineers and contractors on utilities projects,  providing expert input and

coordination.

 

Be knowledgeable about the Collective Agreement with C.U.P.E. Local 228, as it applies to the

Utility Structures Department.

 

Compile all test data, records and reports required by local, provincial, federal, or other governing body.

Coordinate and participate in emergency response rotations and after-hours callouts as required.

Make adjustments to treatment systems, distribution systems, and collection systems as required to maintain efficiency.

Ensure appropriate levels of chemical inventory at all times. Consult with other Operators on a daily basis.

Ensure compliance with all Workplace Safety and Health regulations and policies of The City of Flin

Flon, including training requirements of the department.

 

Other duties as assigned by the Director of Works & Operations.

Qualifications

1.         A  minimum  of  two  years  post-secondary  education  in  Civil  Engineering,  Water  or Environmental Studies or related field; possesses and/or is eligible for a professional designation.

2.         Minimum of four years’ experience managing a Water Treatment Plant and Waste Water Treatment Plant.

3.         Must possess and maintain valid:

 

a.         Class III Wastewater Treatment Certification b.         Class II Wastewater Collection Certification c.         Class III Water Treatment Certification

d.         Class II Water Distribution Certification

 

4.         Minimum 5th Class Power Engineer Certification issued by the Department of Labour.

5.         The ability to carry out duties alone and with minimal or no supervision.

6.         Ability to complete accurate and legible calculations and reports relative to the work performed and readings taken.

7.         A valid and current Class 5 Driver's License for the Province of Manitoba, or equivalent, is required.

8.         Grade 12 education or G.E.D.

9.         Ability to understand and exercise informed judgment about matters affecting the City’s entire water and wastewater system. As well, the Operator should have the ability to interpret data, and maintain an efficient operation while meeting the criteria as required by the City’s licenses.


 

WORKS AND OPERATION FOREMAN

 

The Foreman serves as the operational leader for the City’s Public Works and Operations Department, managing and supervising a diverse range of activities associated with city infrastructure maintenance, repair, and construction. This role is instrumental in ensuring that public services are delivered effectively, efficiently, and safely.

 

Duties and Responsibilities

1.   To direct and co-ordinate the day-to-day operations of the Works & Operations Department.  This includes water storage and distribution, sewage collection, transfer, and disposal, road maintenance, storm  drainage,  sidewalks,  landfill,  cemeteries,  city  equipment,  street  signs  and  landscaping

 

2.   Plan, prioritize, and schedule work assignments, ensuring that resources and equipment are efficiently utilized.

 

3.   Monitor the progress of ongoing projects, inspect completed work, and ensure compliance with relevant regulations, codes, and safety standards

 

4.  Develop and implement maintenance schedules for infrastructure, including roads, sidewalks, water/sanitary mains, stormwater systems, and other public facilities.

 

5.   Collaborate with the purchasing department regarding the inventory of equipment, tools, and supplies, ensuring adequate stock levels and coordinating repairs or replacements as necessary.

 

6.   Evaluate the performance of team members, provide feedback, and identify training needs to promote professional growth and enhance the effectiveness of the workforce.

 

7.   Assist in the preparation of the department’s annual budget, monitor expenditures, and make necessary adjustments to stay within budget constraints.

 

8.   Respond to public inquiries and complaints regarding city infrastructure and public works projects, ensuring all interactions are handled professionally and courteously.

 

9.   Coordinate and participate in emergency response rotations and after-hours callouts as required.

 

10. Administer the Collective Agreement with C.U.P.E. Local 228, as it applies to the Works & Operations Department

 

Qualifications

1.   Post-secondary education in Civil Engineering, or journeyman status in a relevant trade or another related field oPastef education is required.

2.   Project management, predictive maintenance and/or asset management education and experience would be considered as an asset.

3.   Minimum of 8 years supervisory experience in a unionized environment.

4.   Successful completion of a high school diploma/GED equivalent.

5.   Leadership and supervisory training or courses preferred.

6.   Understanding of theory, principles, practices and techniques of public works and utilities construction/maintenance functions.

7.   Minimum Class 2 or higher in Water Distribution and Wastewater Collection and Treatment.

8.   Knowledge of general construction and maintenance practices and principles.

9.   Valid Manitoba class 5 driver's license, or equivalent, valid Class 3 with air brake would be an asset.

10. Additional training or safety certificates (such as COR Certification).

11. Proficient in Microsoft Office, Word, Excel, e-mail, Site Docs, internet GIS/GPS equipment and programs with the ability to learn new technology.

Seasonal Contract- Caretaker/Guest Services Manager

Reporting directly to the Director of Recreation, the purpose of this contract position is to be the main caretaker/guest services manager at Camp Whitney. The camp is a remote seasonal wilderness camp located on lake Athapapuskow, and is only accessible boat, which is a short

20-minute boat ride from Bakers Narrows Provincial Park. We are currently hiring for the 2024

season which runs from May until September approximately.

 

We are looking for an outgoing individual(s) who takes pride in their work and is not afraid to take initiative. Someone who is self motivated and feels comfortable working in a remote setting.

 

Responsibilities include but are not limited to:

 

-     Prep camp for guests.

-     Grounds maintenance.

-     Pick up and transport guests.

-     Guide guests to attractions in the area.

-     Inspect equipment and structures for irregularities and deficiencies.

-     Complete work orders and coordinate tasks according to priorities and plans set out by management.

 

Qualifications

 

•      Boater Safety Course is required.

•      Work experience relative to parks or grounds maintenance required.

•      Equipment operation/repair experience considered and asset.

•      Class 5 drivers license or equivalent.

•      Position: Seasonal (May 2024 – September 2024)

•      Hours: As needed, primarily weekends, depending on reservations.

•      Compensation: contract to be discussed

•      First Aid, CPR, needed.

Joe Brain Petting Zoo Staff

Petting Zoo Supervisor + Assistant Supervisor: Reporting directly to the Recreation Programmer and/or the Director of Recreation, this work involves overseeing the day-to-day operations and administration of the Joe Brain Petting Zoo Facility including scheduling and supervision of staff, animal care and public interaction. Responsible for the safety and wellbeing of animals and users always. Must have experience with animals, experience with livestock specifically an asset. This job can be physically demanding and may require working outdoors in all weather conditions. The applicant must be able to stand/kneel for extended periods of time, lift and carry heavy objects and do repetitive tasks.

 

Wage: $21.00 and $18.00

Petting Zoo Attendants: Reporting directly to the Petting Zoo Supervisor, the Petting Zoo Attendants will provide care to various livestock and assist with daily barn operations and duties. Parks Supervisor

Reporting directly to the Director of Recreation, the purpose of this position is to provide general direction, organization, monitoring, and supervision to the City of Flin Flon Parks operations, perform a variety of technical tasks relative to facility and park maintenance, oversee and execute the maintenance and improvement of the parks/green spaces, sport fields and related facilities.

 

Responsibilities include but are not limited to:

 

•    Delegating and supervising a team of 10 to 16 workers.

•    Aid in grounds maintenance tasks.

•    Plans crew weekly tasks/locations.

•    Mentor/train new and old employees on proper procedures.

•    Inspect maintenance gear for irregularities.

•    Complete work orders and coordinate tasks according to priorities and plans set out by management.

 

Desired Qualifications

•     Minimum two (2) years experience leading crew, with grounds maintenance and construction background being an asset.

•     Work experience relative to parks or grounds maintenance required.

•     Equipment operation experience on riding and push lawnmowers, tractors, trucks, handheld grounds maintenance equipment required; maintenance of same equipment preferred.

•     Class 5 drivers license or equivalent.

 

Employment Terms

•     Position: Full-time, Seasonal (May 1st, 2024 – September 8th, 2024)

•     Hours: Forty (40) hours per week

•     Compensation: $24.00/Hr

•     First Aid, CPR, is an asset.
